NOOR I (Ouarzazate) 500 MW Solar Power Project

In 2010 the Moroccan Agency for Solar Energy (MASEN) began planning to develop the 500 MW Ouarzazate Solar Power Station (OSPS) in Ouarzazate, Morocco. Advisian provided conceptual engineering/pre-FEED and Owner’s Engineer services to initiate this project.

The situation

In 2010 the Moroccan Agency for Solar Energy (MASEN) began planning to develop the 500 MW Ouarzazate Solar Power Station (OSPS) in Ouarzazate, Morocco. Starting with NOOR I (Phase 1) - a 160 MW concentrating solar power (CSP) plant - MASEN required conceptual engineering/pre-FEED and Owner’s Engineer services to initiate this project.

The OSPS, NOOR I, II and III, is the first part of an ambitious program to install 2000 MW of solar generation in Morocco by 2020.

Our approach

The Advisian Madrid Renewable Hub (previously WorleyParsons Madrid) assessed the solar resources, completed a site analysis, reviewed and assessed the most viable proven and emerging technologies, estimated the capital and operations costs, and provided support during the Bidder Qualification process and the two-staged Bid Evaluation process.

Madrid was the lead office for the program, with technical support from the renewables group in Sacramento - a collaboration that has worked well for more than three years on a broad range of solar projects.

Results

The contract for the first 160 MW plant in the OSPS, NOOR I, was signed by MASEN with the winning consortium on 19 November 2012. By early 2016, NOOR I was completed and connected to the national grid.
